Newly Appointed Ward 4 Councillor Calls for a Clean Up and Restoration of Bulawayo Glory as the Cleanest City
Bulawayo’s newly appointed ward 4 councillor, David Coltart, has put out a clarion call to clean up the city and restore its former glory, stating that the city is in a “disgusting state with litter everywhere.”
Coltart, speaking to journalists after being sworn in by the Town Clerk Christopher Dube said the city was in a “disgusting state with litter everywhere” and that the rule of law had broken down.
“The rule of law has broken down in our city people no longer no longer care for the city,” stated Coltart. He added, “So that’s number one. We have to physically clean up the city.”

Review Contracts
He also called for a review of all existing contracts relating to how city government operates, to ensure they are in the best interests of citizens. Where contracts fall short, Coltart stated that he is willing to amend or terminate them if legally required.
“Number two we have to review all the existing contracts relating to how city governments to make sure that those contracts are in the best interest of the citizens, Coltart declared.”
Coltart went on to identify key long-term challenges including the water crisis, state of roads, clinics, buildings, and businesses operated by the city council. He called for a broad consensus to be built with all citizens, including those from different political parties and with no affiliation, in order to overcome obstacles that may be presented by the central government.
Council’s Progress
However, Coltart expressed his fear that the government may seek to impede the council’s progress, and thus emphasised the importance of building public support to ensure funding is secured. “We need an era of transparency in the running of the city, and once we’ve done that, we can begin to tackle systemic issues and start the process of reconstructing our city,” he said.
Currently, the City of Bulawayo is facing a lot of challenges of which some of them were mentioned by Coltart. One of the most frustrating issue is water crisis followed by garbage disposal.
Residents have been raising concerns regarding water shortages for two weeks while others were complaining about dirty water which was opened after long time.
Lastly, some residents in Cowdray Park lamented lack of tap water and sewage. Residents in Cowdray Park are using blair toilets and they depend on borehole water which they feel is not fit for urban suburbs.
