Minister Ncube Emphasises the Need for Hard Honest Work at Every Level & Calls for Cooperation & Collaboration to Achieve Impactful Results in Bulawayo Province.
Bulawayo Provincial Development Committee (PDC) held its first meeting of the year at Mhlahlandlela Government Complex, where Minister of State for Bulawayo Provincial Affairs and Devolution Funds, Judith Ncube, addressed the attendees on 1 February. The meeting aimed to discuss development planning and stimulate economic growth in the Bulawayo Metropolitan Province.
Minister Ncube started by acknowledging the hard work and dedication shown by the attendees in the previous year and expressed her belief in their continued spirit of oneness and commitment. She emphasised that they were all mandated by the Constitution of Zimbabwe to be directly involved in development planning and contributing to provincial growth under the devolution agenda.
Built by the People
According to Minister Ncube, the President always emphasizes that “Ilizwe lakhiwa ngabantu balo,” meaning that the country is built by its people. She further highlighted that as leaders in their respective Ministries, Departments, and Agencies, they have an impact on how the general citizenry views the government. Minister Ncube urged everyone to provide service wholeheartedly and work towards accelerating infrastructure growth and improving the lives of the people of Bulawayo.
In line with President Mnangagwa’s vision to attain an Upper Middle-Income Economy by 2030, Minister Ncube urged attendees to implement bold policies and utilise limited resources to attract foreign investors and stimulate economic growth in the province.
Improving the Province
She said, “Let us utilise the limited resources we have to make our Province more attractive to foreign investors.”
She emphasised the need for hard honest work at every level and called for cooperation and collaboration to achieve impactful results.
The Minister of State addressed the issue of cleanliness in the province, highlighting that it is achievable even with limited resources. The government has revitalized the National Clean-up Program, making it mandatory for everyone to participate. Minister Ncube called on the attendees to spearhead their own clean-up initiatives and ensure maximum cooperation.
Full Devolution
Minister Ncube announced that her office had been expanded to carry out its supervisory role more effectively. She stressed that all attendees should fully cooperate with the Permanent Secretary and her staff and provide them with all the requested information. The Office of the Minister is responsible for ensuring that all Provincial Ministries, Departments, and Agencies have fully devolved and decentralized their operations in line with government policy.
Furthermore, Minister Ncube highlighted the need for MDAs to provide a list of their 2024 funded projects and quarterly progress reports. They also need to unpack investment opportunities in their respective departments and provide Provincial Development Plans with reports on implementation.
Responsive Interventions
The Minister underscored the importance of inclusive and responsive interventions, reminding attendees that the utilisation of Devolution Funds should consider community-driven expectations and national aspirations. She emphasised the importance of extensive and inclusive consultations when implementing projects in the province.
Minister Ncube concluded by urging economic departments to prioritise the growth of the provincial GDP, ensuring that vulnerable communities are not left behind. She emphasised the need for servant leadership, commitment, and patriotism in consolidating the national development trajectory.
