The City of Bulawayo has addressed a recent public outcry after an ailing woman collapsed during an argument with TTI Parking Solutions officers who had clamped her vehicle. The incident, which occurred earlier this week in the city center, drew widespread criticism after photos and reports of the altercation circulated online. The controversy led to calls for a review of TTI’s enforcement practices.
The confrontation began when the woman, who reportedly suffers from a chronic health condition, was confronted by TTI officers for parking violations. According to witnesses, the woman became visibly distressed during the argument, eventually collapsing at the scene. The image of her lying on the ground beside her clamped vehicle quickly went viral on social media, igniting a public debate over TTI’s enforcement methods and the city’s responsibility in protecting vulnerable individuals from excessive enforcement measures.
In response to the public outcry, Bulawayo’s Town Clerk, Christopher Dube on Friday acknowledged the incident and the city’s commitment to addressing public concerns.
“The City of Bulawayo would like to advise members of the public that we acknowledge and appreciate the concerns raised regarding the recent incident involving a lady whose vehicle was clamped and the subsequent photo that circulated,” Dube said.
Dube explained that the city had taken immediate action to address the situation, engaging directly with the affected motorist and the enforcement officers involved to resolve the issue.
“This matter was brought to our attention, and we have since engaged directly with both the affected individual and the enforcement officers present at the time,” he stated. According to the city, the issue has been “amicably resolved,” though no specific details about the resolution were disclosed.
He also highlighted the city’s appreciation for the public’s vigilance in holding local authorities accountable, noting that feedback helps the city improve its services and ensure fair enforcement. “We thank you for your vigilance in bringing this issue forward, as it helps us in our continuous efforts to ensure the careful discharge of duties by the City of Bulawayo and our partner TTI Parking Solutions,” said Dube.
Mayor David Coltart also weighed in on the incident, calling on TTI to exercise greater caution and compassion when dealing with the public, particularly with individuals who may have health issues or other vulnerabilities. In his statement, Coltart expressed concern about the growing complaints over TTI’s enforcement style, urging the company to review its approach. The mayor’s remarks have further fueled calls for reform in the city’s parking management strategies.
The City of Bulawayo partnered with TTI Parking Solutions to oversee parking enforcement in an effort to improve traffic flow and optimize space usage in the busy city center. However, this partnership has faced mounting criticism, with many residents arguing that TTI’s practices are overly strict or lack sensitivity toward unique situations, such as health emergencies.
