Residents Outcry Poor Service Delivery by BCC
Residents of Bulawayo have accused the Bulawayo City Council (BCC) of poor service delivery, claiming that the once regarded as the cleanest city is slowly deteriorating into a rural area.
Furthermore, the allegations were made during a public meeting held on 15th of June 2023 at the small city hall, organized by the National Youth Development Trust, in collaboration with the Bulawayo Progressive Residents Association (BPRA) and the Bulawayo Vendors and Traders Association.
During the meeting, the Organising Secretary of BPRA, Melusi Moyo, expressed his dissatisfaction with the current state of service delivery in the city.
Lack of Concern
He said, “City fathers are not concerned about the pleas of the residents whom they should serve. Everything is not okay. We can say the city is in a state of health hazard considering the water crisis, use of blair toilets, and garbage disposal.”
To add, Moyo’s statement highlighted the major issues faced by the residents, including the water crisis that has forced them to fetch water from boreholes, the improper dumping of garbage, and the use of Blair toilets in suburbs like Cowdry Park which has been using Blair toilets for the past 15 years.

Failure to Deliver
Moreover, another resident who identified himself as Ndlovu criticized the BCC for failing to deliver the expected services to the residents. He stated, “BCC has failed its people as they cannot deliver their services to residents as expected.” This sentiment echoed the frustration felt by many residents who felt let down by the council’s poor performance.
Various other issues were raised during the meeting, including the high bills residents receive despite the poor service delivery, the incompetence of the council, and the extravagant behavior of the councilors.
Roads in Disrepair
Additionally, the participants argued that the Transport Trust Initiative (TTI) should maintain the roads from which they benefit.
Councillor Jelle, responding to the accusations, explained that the BCC has been suffering from inflation, which has affected the council’s operations. This was offered as an explanation for the difficulties faced by the council in delivering services to the residents.
In summary, the public meeting held in Bulawayo highlighted the residents’ dissatisfaction with the deteriorating state of service delivery in the city. They accused the BCC of neglecting their pleas and failing to provide the expected services.
Water Crisis
The residents raised concerns about the water crisis, improper garbage disposal, and the use of Blair toilets.
Lastly, the meeting also highlighted issues such as high bills, council incompetence, extravagant behavior of councillors, and the need for the TTI to maintain roads. The BCC attributed their difficulties to inflation affecting their operations.
